basically it's for people to anonamously talk shit about other people with no accountability, to basically say shit about people they would not have the balls, or the decency, to say to their face.

At least, that's what it seems like. A fucking gossip factory. I dont know if I can honestly say it was ever "Cool" but it did at one time at least have potential to be that; back when people discussed things like local music, events, etc and when they posted jokes, they were truely funny.
